Training courses
HREOC’s Complaint Handling Section offers specialised training in statutory investigation and conciliation.
The standard courses, or variations of these courses, can be run on site for government departments, private companies and non-government organisations.
Please note that at present these courses are not run as public training sessions which individuals can attend.

COURSE IN STATUTORY INVESTIGATION: DISCRIMINATION & HUMAN RIGHTS
Background
The foundation course was developed in 1997 by HREOC staff, in consultation with staff and consultants from the University of Western Sydney, in response to an identified need for specialised training dealing with the investigation of complaints lodged under human rights and anti-discrimination legislation. The training course provides both theoretical knowledge and practical skills in statutory investigation.
The standard course is run on a regular basis for staff of Australian human rights and anti-discrimination agencies.
Variations of the standard course have also been run for government departments and private organisations in Australia and for human rights and anti-discrimination institutions in Hong Kong, Indonesia, South Africa, Fiji, Sri Lanka, Mongolia, Thailand, Malaysia, South Korea and the Philippines.
Content
Course modules include:
- The legislative framework
- Principles to ensure a fair investigation
- Planning an investigation
- Best practice in gathering information & evidence
- Analysing information & evidence
- Investigative writing & file management
- Caseload management
Format
The course can be run in a two or three day format. The course includes presentations, large and small group discussions and practical exercises. Participants are provided with preliminary reading and activities, case studies and a course manual.
Facilitators
The course is run by senior HREOC officers who have extensive experience in statutory investigation. All facilitators are accredited workplace trainers.
COURSE IN STATUTORY CONCILIATION
Background
This course has been specifically designed to provide essential theoretical knowledge and practical skills for staff that are required to undertake complaint resolution within a statutory framework.
The standard course is run on a regular basis for staff of Australian human rights and anti-discrimination agencies. Variations of the course have also been run for government departments and private agencies in Australia and human rights and anti-discrimination institutions in Hong Kong, South Africa and Fiji.
Content
Course modules include:
- Conflict and conflict resolution theory
- Approaches to conflict/dispute resolution
- Conciliation in the context of human rights and anti-discrimination law
- Evaluation and preparation for conciliation
- Facilitating face to face meetings
- Facilitating negotiation
- Legal and ethical issues
- Conciliation practice
Format
The standard training course consists of a three day workshop which includes presentations, large and small group discussions, practical exercises and role-plays. Participants are provided with preliminary reading material, a detailed workshop manual and an additional reading guide.

The course is run by senior HREOC officers who have extensive experience in statutory conciliation. All facilitators are accredited workplace trainers.
