Disability Action Plan - AFTRS 1996
Goals
The AFTRS Action Plan is centred upon the following goals:
1. To conduct research which will inform the AFTRS of its potential
client base (student and staff) and relevant needs;
2. To maximise access for people with disabilities to both teaching
programs and employment opportunities within the AFTRS;
3. To create an environment of appropriate support and understanding
whereby both students and staff with disabilities achieve their
potential within the AFTRS, and
4. To monitor the progress of identified staff and students within the
AFTRS with regard to the implementation of this Action Plan.
Strategies
To achieve the above goals the AFTRS has developed strategies which can be
implemented across the broad structure of the School. In describing the
strategies below the person or department of the AFTRS who will assume the
most responsibility for each is listed, and also expected outcomes.
1. To conduct research which will inform the AFTRS of its potential client
(student and staff) base and the AFTRS' ability to meet their needs

Strategy
Collection of data will be refined through recruitment strategies for both
staff and students.
Outcome
Future strategies for the AFTRS disability plan can be informed by adequate
and appropriate data maintained through the AFTRS databases.

1.2
Strategy
The AFTRS will elaborate on existing relationships with other agencies* and
create new relationships with others to ensure the following information:
* how people with disabilities general needs can be met by the AFTRS
* that specific individuals intending to apply for positions at the
AFTRS have their individual needs identified prior to application or
engagement to ensure maximum facilitation of the process, and
* where existing arrangements for people with disabilities at the AFTRS
may be improved. (*agencies may include CRS etc etc)
Outcome
More applicants for both student and staff positions may be people with
disabilities. People with disabilities appointed to the AFTRS will have
better access and will be able to feel confident that their needs will be
met by the AFTRS wherever possible.

1.3
Strategy
The AFTRS will conduct a review of current practices within the School
which will inform the implementation of this plan. This will include a
review of the building and facilities.
Outcome
Information provided by the review will provide a basis to improve both
facilities and awareness within the School community.

2. To maximise access for people with disabilities to both teaching
programs and employment opportunities within the AFTRS
2.1
Strategy
The AFTRS will develop a policy stating clearly the School's intentions and
abilities in meeting the needs of people with disabilities. This will
encompass both students and staff; potential and current. The AFTRS will
publicise this policy by:
* providing copies of information both in hard copy and via the AFTRS
Home Page;
* including the policy and/or appropriate statements in existing
documents, and
* through the development of specific means of publicity through
channels relevant to people with disabilities ie through agencies etc
Outcomes
Potential and current members of AFTRS staff and student body will be
assured of the AFTRS' support both politically and physically.
Potential and current staff and students will be better informed of the
AFTRS policy and practice.
More people with disabilities may apply and/or be successful in attaining
positions to study or work at the AFTRS.

2.2
Strategy
The AFTRS will ensure that accommodations are made at times of recruitment
which will ensure people with disabilities are not disadvantaged through
the application procedure. Such accommodations may include:
* alternative methods of advertising positions and courses at the AFTRS
* readily available information on access to AFTRS building and
facilities including an Access map
* disability car parking space
* staff training re disability needs/govt requirements
* assistance with interpreters for hearing impaired
Outcomes
More people with disabilities may apply and/or be successful in attaining
positions to study or work at the AFTRS. Those who do apply will not be
disadvantaged in their application by the AFTRS' failing to take reasonable
steps in ensuring equality of access.

3. To create an environment of appropriate support and understanding
whereby both students and staff with disabilities achieve their potential
within the AFTRS
3.1
Strategy
The AFTRS will conduct staff training which will assist current staff to
understand more fully their responsibilities towards fellow staff and
students with disabilities and also the needs of those people.
Outcome
People with disabilities either applying to the AFTRS or working or
studying here may be assured of being treated fairly and with
understanding. In this case they are likely to achieve their working or
studying potential.

3.2
Strategy
The AFTRS will provide orientation for staff and students that will include
information on the AFTRS' EEO policies and procedures. Orientation will
also include relevant access information including emergency, occupational
health and safety and first aid procedures.
Outcomes
Incoming staff and students with disabilities will be provided with
information that will help them feel they will be more supported in the
School environment.

3.3
Strategy
Teaching methods and learning materials will be altered where possible to
accommodate students with disabilities. Accommodations may include:
* easily accessible teaching rooms
* availability of lecture transcripts
* large print materials
* well lit teaching rooms
These and others will be formulated into a separate document which will
more closely detail accommodations for teaching and provisions for
alternative assessment.
Outcomes
Students with disabilities will not be disadvantaged through their course
of study, either by methods of teaching or assessment.

3.4
Strategy
Emotional and physical support will be provided to people with
disabilities. This may include:
* assistance with physical access
* provision of appropriate working environment
* provision of alternative teaching materials and learning environments
as described above
* counselling
* peer support
Outcomes
Staff and students with disabilities will successfully complete their
studies or working contract.

3.5
Strategy
The AFTRS will ensure its grievance procedures deal adequately with matters
pertaining to disability and ensure widespread knowledge of same.
Outcomes
Staff and students with disabilities will be able to question any
shortcoming in the AFTRS' treatment of them knowing they have access to a
fair and thorough grievance procedure.

4. To monitor the progress of identified staff and students within the
AFTRS with regard to the implementation of this Action Plan
4.1
Strategy
The progress of staff with disabilities will be monitored formally through
probation reports and the AFTRS' staff ADSS scheme. Reviewing staff will be
given training and guidelines to ensure this process is informative and
helpful for all parties.
Outcomes
Staff with disabilities will be able to discuss their progress with their
supervisor and identify areas of difficulty either current or anticipated.
They will also have formal recognition of their achievements.

4.2
Strategy
A process of early assessment will be established to enable timely
identification of learning or social difficulties of a student with a
disability. Informal monitoring of progress through department heads will
be formalised at least twice a semester prior to review Board meetings.
Outcomes
Students with disabilities will be assured of early identification of
difficulties and the AFTRS will be able to set in place, where possible,
further strategies to support the student either physically or emotionally.
Strategies currently employed will be assessed for their effectiveness.

4.3
Strategy
In the monitoring of academic progress of students Review Board will
provide an overview of identified students and effectiveness of strategies
provided.
Outcomes
Heads of departments will have a picture of the effectiveness of their
teaching methods for the student and the need for provision of further
support will be identified.
