THE LAUNCH this week of a new report on Australia 's crumbling mental health system repeats the message that mental health consumers, their carers and their clinicians have been shouting out for years - Australia 's mental health system is in crisis.
I do this in all my public speaking not only because it is proper to do so but because this acknowledgment reminds us that human experience has many levels of diversity, and this of course includes disability.
Allow me to begin by acknowledging the Gadigal people of the Eora Nation, traditional owners of the land on which we meet, and pay my respects to their elders both past and present.

When I was discussing this event with Jenni Huon we talked about whether the theme should be "transition" or "transitions". At the time I thought it did not matter much, but as soon as I started to write this address I realised that I am going to talk about "transition". "Transitions" (plural) suggests one discrete thing after another, a beginning, middle and end before another beginning. It is a word describing things, separate events, bits of life that can be captured, have edges put round them.
This Representative Complaints workshop aims to develop a document on representative complaints to be used by the DDA Legal Advocacy Services, other legal services and other representatives and advocates in making representative complaints and to assist them in if the representative complaints procedure is appropriate in any particular case.
I also acknowledge Keith Wilson, President of the Mental Health Council of Australia; Chief Executive Officer Dr Grace Groom; and others here who have profound knowledge of mental health issues as family members and carers, as professionals, and as people directly affected by mental illness.
Summary: Australia’s National Disability Strategy provides a framework for implementation of the Convention on the Rights of Persons and for means for enhancing reporting under the Convention. Further development and implementation of the NDS should be informed by the Committee’s reporting guidelines and by the dialogue between the Australian Government and the Committee in considering Australia’s reports. Some enhancements to the reporting guidelines may also be helpful.
